Hubitat vs Home Assistant: Which Local Hub?

Both keep your automations off the cloud and out of a subscription. The difference is that one is an appliance with the radios already inside it, and the other is a platform you will end up maintaining. Choose based on how you want to spend your evenings.

Is Hubitat or Home Assistant better?

Hubitat is better for most people who want local control without a hobby: Z-Wave 800, Zigbee 3.0 and Matter are built into the box, and it behaves like an appliance. Home Assistant is better if you want maximum integration breadth and you enjoy the tinkering, since it connects to far more devices and services but needs a USB radio stick for Z-Wave or Zigbee and ongoing maintenance.

Do either of them need a subscription?

No. Both run automations locally with no required fee. Home Assistant sells an optional cloud service that adds easy remote access and voice-assistant integration; Hubitat sells optional cloud services too. Neither is necessary for the hub to control your home, which is the main reason people move to either platform.

Which one supports Zigbee and Z-Wave out of the box?

Hubitat. The C-8 Pro has Z-Wave 800, Zigbee 3.0 and Matter radios built in. Home Assistant Green connects over Ethernet and does not include those radios, so pairing Zigbee or Z-Wave devices means adding a USB radio stick. That is the single biggest practical difference between the two boxes on day one.

Can I run both?

People do, and it is a recognized pattern rather than an oddity: Hubitat handles the radios and the time-critical automations, Home Assistant handles the integrations, dashboards and anything unusual, with the two linked together. It is more complexity than most households want, but if you have already bought one and are curious about the other, they are not mutually exclusive.
