Can a Smart Home Work Without Internet?
Parts of it can, and which parts is a design decision you make when you buy. The line runs between devices that decide things in your house and devices that phone a server to ask — and it is drawn in the spec sheet, not the router.

The short answer
A smart home does not need the internet to be smart. It needs the internet to be reachable — from your phone on the train, from a voice assistant’s servers, from a camera company’s cloud. Everything else, from a light turning on at dusk to a door locking itself at eleven, can happen entirely inside your house if the devices were built to do it there. Many are not, and the box rarely says which.
The test is simple: where does the decision get made? If a motion sensor tells a hub in your hallway to turn on a bulb, and the hub does it, that works with the internet down. If the sensor tells a server in another state, which tells a different server, which tells the bulb, it does not. This guide sorts the common devices into those two piles and then shows the three purchases that move the most of your home into the first one. Everything quoted comes from the makers’ own pages, read on the date at the top; we have not tested these devices and say so plainly.
First, Wi-Fi is not the internet
When people say “the internet is down,” the home network is usually fine: the router is on, phones and laptops are connected, and nothing beyond the router answers. A device that only needs the home network keeps working. Home Assistant states this as a selling point of its Green hub: “you can access your smart home even when the Internet is down.” A device that needs the wider world stops. So the first thing to know about any smart device is whether its app talks to the device directly across your network, or talks to a server that talks to the device.
There is a second, quieter layer. Devices on Zigbee, Z-Wave or Thread do not use Wi-Fi at all; they talk to a hub over their own low-power radio. Philips Hue describes Zigbee as “a dedicated, low-power network designed specifically for smart devices — rather than relying solely on Wi-Fi or Bluetooth.” If the router loses power but the hub does not, those devices carry on. What stops
Cloud voice assistants. Speech is interpreted on the company’s servers, so with no connection there is nothing to send it to. An Echo or a Nest speaker becomes a clock. The devices it controlled may still work from their own apps or a local hub, but the voice layer is gone.
Cloud-only cameras. A camera that stores clips in the maker’s cloud has nowhere to put them. Cameras that record to a memory card or a base station keep recording; you simply cannot watch remotely until the link returns. Our guide to whether cameras need Wi-Fi goes through each design.
Remote access. Checking a lock from work, adjusting the thermostat from the airport, letting a guest in from another city — all of these go through the internet by definition and all of them stop. Cloud-to-cloud automations. Routines that live in a voice assistant’s app, or in a brand’s cloud, run on servers. “When the front door opens, turn on the hall light” may be an automation you set up in your own house and still depend on two companies’ servers being reachable.
What keeps working
Anything with a local hub doing the thinking. This is the whole pitch of the two hubs we recommend for a resilient home. Hubitat says it directly: “Your automations execute on your hub, not in the cloud — no more cloud delays,” and “devices turn on instantly with no cloud, no latency, no delay.” Home Assistant Green: “Home Assistant keeps your data locally.” A motion sensor, a bulb and a rule on one of these boxes works in an outage exactly as it does on a normal Tuesday.
Zigbee lighting through a bridge. Hue bulbs talk to the Hue Bridge over Zigbee, and the Bridge is wired to your router by Ethernet. Control from the Hue app on the same network, wall switches and dimmers all stay local; what Philips describes as control “from anywhere” and the voice-assistant integrations are the parts that need the internet. Philips also documents a Bluetooth fallback for its bulbs: local only, about 10 meters of range, up to 10 lights, with no Bridge or network involved at all.
The physical layer. Keypads, keys, wall switches, thermostat dials. Every good smart device is a normal device first, and in an outage that is the layer you use. A thermostat still holds its schedule; a lock still takes a code. If a device has no physical fallback, that is a reason not to buy it regardless of the outage question.

Three purchases that move your home to the local pile
You do not have to rebuild anything. Most devices you already own can be adopted by a local hub, and the hub then makes the decisions the cloud used to. The two hubs below are the ones we recommend for exactly that; the Hue kit is the lighting system whose local design we trust most.

Does Matter fix this?
Partly, and it is worth being precise. Matter, the cross-brand standard from the Connectivity Standards Alliance, is designed so that a controller in your home can talk to devices directly over your local network, and Thread — the low-power mesh many Matter devices use — is a local radio by design. A Matter device paired to a local controller can therefore be controlled with the internet down. But the controller is what decides: a Matter bulb adopted by a cloud voice assistant still depends on that assistant’s servers for voice, and on its app design for everything else. A resilient setup, in practice
Put the hub and the router on a small battery backup so a power blip does not take the house down with the internet. Build the automations you rely on — lights, locks, the thermostat schedule — on the hub, and add voice control as a convenience layer on top rather than the foundation. Prefer cameras that record locally and locks with keypads. Does a smart home work without internet?
Partly, and how much depends on where the decisions are made. Devices that process locally — a Hubitat or Home Assistant hub running automations on the box, Zigbee bulbs talking to a Hue Bridge, a smart lock's keypad — keep working with the internet down as long as the home network itself is up. Anything that sends a request to a company's server to be interpreted — cloud voice assistants, cloud-only cameras, remote access from outside the house — stops until the connection returns. Hubitat's own summary is the design principle: 'Your automations execute on your hub, not in the cloud.'
What is the difference between Wi-Fi and internet for smart home devices?
Wi-Fi is your home network; the internet is the connection from your router to the wider world. When 'the internet is down,' the Wi-Fi usually is not — your phone still sees the network, it just cannot reach anything beyond the router. Local devices only need the first. Home Assistant puts it directly: 'you can access your smart home even when the Internet is down.' If the router itself loses power, everything on Wi-Fi stops, but Zigbee, Z-Wave and Thread devices talking to a battery-backed or still-powered hub can carry on.
Do Alexa and Google Home work without internet?
Not in any useful way for voice. A cloud voice assistant sends what you say to the company's servers to be understood; with no connection, there is nothing to send it to. Devices those assistants control may still be reachable from their own local apps or a local hub. This is the main reason a home built entirely around voice commands feels broken in an outage, and a home built around a local hub with voice as an add-on does not.

Do smart locks work without internet?
The lock itself does — the keypad, a physical key and, on most locks, Bluetooth from a phone standing at the door all work with no connection. What stops is remote control and remote code changes, which is exactly what a rental host or a family member away from home relies on. Do security cameras record without internet?
Cameras that record to a memory card or a local base station keep recording; you just cannot view them remotely until the connection is back. Cloud-only cameras stop saving footage entirely because they have nowhere to put it. The cameras we rank highest record locally for that reason as much as for the missing monthly fee.
